The internal rules explicitly provide that access to the reception centre may be granted to selected representatives of applicants, representatives of non-governmental organisations and international organisations, in particular the Office of the UNHCR and the International Organization for Migration (IOM), as well as embassy staff and other persons authorised to enter the facility. In addition, applicants may receive personal visits within the reception centre during designated visiting hours in premises intended for that purpose (visiting room).

Access is subject to prior authorisation by the MO. External actors, including NGOs and international organisations, may enter only on the basis of a valid permit issued by the competent authority. In practice, legal representatives and other authorised actors must request an entry permit issued by the MO. Permits may be granted either for a single day or for a longer period covering repeated access to specific reception facilities. These permits are signed by the Director of the MO. According to the experience of the HRL, in 2025 all requests submitted for entry permits for the purpose of providing legal counselling in reception centres were approved.
