If a person was recognised as a refugee or a person in need of complementary protection in another country before arriving in Ukraine, this is a ground for refusal of refugee status.[1] However, they cannot be extradited or forcibly returned to countries where their life or freedom is threatened.[2]

There is no assessment procedure for whether the person can effectively benefit from the protection of that country.
